Dominium is: Regions and Peoples enjoying Individual Rights.
One can have geniuses, great talent in every sphere in Dominium -
but not be included in the Elite, that require very particular Spiritual/Cultural/Political values.

We already have imperium and dominium systems in the EU, USA and UK.
The EU has the commission as Imperium and parliament as Dominium. These 2 together make up Imperium on a european scale with the Dominiums being the nations such as the UK. The UK then has its own Imperium/Dominium system with the House of Lords as Imperium and the Commons as Dominium.
The US is a little more interesting in some ways as it has the Judiciary (supreme court) as Imperium and the legislative (house of reps. and senate) as Dominium. they also have the executive (Presidency) which is a mixture of both really as the president is democratically elected but then chooses his cabinet of elite. all these components make up the 'Imperium'. This is then repeated in a very similar fashion across the entire Dominium (states)
i'm rambling again.
the whole idea of having a dual elitist and democratic system is to protect the elite minority whilst allowing democratic freedom across a wide spectrum.
In malta we only have the Dominium side of things hence mass corruption as the elite is not represented as a body wheras the masses are (on paper). Britain is going down the drain as the Lords are now starting to be made up of friends of Commons politicians and they are not doing 'what is noble' any longer. same goes for the US supreme court (friends of Plutocrats).
its all about balance; male and female; elitism and democracy.
taken back to the IE concept comes where Norman hit it with elite having supreme values. the uncorruptable. Maintaining it for generations to come is the problem. both Britain and America's system were built with noble intentions. it's when the corrupted took over things got screwed. How do friends of bush and blair end up as elite?
